The download link provided takes you to a page which allows you to download the FOnline2 Client - a Fallout MMO mod based on the FOnline engine.

The FOnline2 Client is a Fallout MMO mod based on the FOnline engine. This uses resources from Fallout 2.
In order to play, you must own a copy of Fallout 2; therefore by downloading the client you declare yourself as the owner of a legal copy of Fallout 2.
The FOnline 2 Client contains no form of micro-transaction, in-app purchase or monetization and is completely FREE-TO-PLAY.
